I have the honour to forward copies of cor-
-respondence noted in the annexed schedule on the subject of the grant to the S. S. "Paul Beau" belonging to the Messageries Can- -tonaises of a certificate to carry 294 passengers in excess of the number now allowed under Table D Section 10 (1) of the Merchant
Shipping Ordinance, 1899, or in all 1,200.

In this connection I would refer to Section 15
of the Merchant Shipping Amendment Ordinance 1903 (No. 2 of 1903)
and to the report of the Attorney-General thereon forwarded in Sir
Henry Blake's Despatch No. 117 of 10th. March, 1903, and I may
explain that the intention of the amendment was to prevent special
licences being granted to certain ships trading between this Port
and Canton under the French Flag, on account of the receipt by them
of subsidies from the French Government.

As both the Harbour Master and the Attorney-
-General have advised that the concession asked for by the French Consul in his last letter might be provisionally granted, I have acceded to his request on the Company's behalf and I now submit the matter for your instructions as to whether under the Agreement
arrived at between the Governments of Great Britain and France which was communicated in your Confidential Circular of 30th.
